In previous RTPs, I allowed just about anyone to run a PAC, but this lead to a large number of people starting one and then leaving it inactive. So, Road to Power has a few changes in store for PACs - some good, some bad.

PACs can give up to $25,000 per election to a candidate. They can also run an unlimited amount of independent advertising, but cannot run the same ads as a candidate or coordinate with him on their advertising.

PACs can only be registered by a player who is not a candidate.

Leadership PACs can only be started by a player who has participated in at least one election cycle (congressional, sen/gov primary, sen/gov general, or presidential primary). A Leadership PAC can be shut down in order to run in a new election cycle, but only $25,000 of that PAC's balance can be transferred over.

Special interest PACs are limited in number, but will raise a bit more money than the leadership PACs. They cannot be transferred into a candidate's campaign, although a special interest PAC director can leave the PAC to start a campaign. When one director leaves, another player can assume control (unlike a leadership PAC).

The following are the RTP Special Interest PACs and their primary issue:
Abortion - Right to Life Committee, Emily's List
Gun control - National Rifle Association, Brady Campaign
Business regulations - Club for Growth, AFL-CIO
Taxes - National Taxpayer's Union, Alliance for Tax Justice
Healthcare - American Medical Association, Association of Trial Lawyers
Environment - National Association of Manufacturing, League of Conservation Voters
Gay rights - Christian Coalition, Human Rights Campaign

Pick the right special interest PAC - if you don't steer the PAC in a direction its members like, then they will revolt.

** I am willing to substitute particular PACs as needed. (Especially in cases like Emily's List donates only to female candidates, so I can see a change there.)
