IN THE HOUSE OF REPRESENTATIVES

Mr. JOHN SMITH(for himself) introduced the following bill; to be referred to the committee on International Relations.

SECTION 1. SHORT TITLE.
`North Korean Anti Terrorism and Disarmament Act'

SECTION 2. SANCTIONS.

The following new section is added at the end of 22 U.S.C. 7205--

(d) The following are hereby prohibited-

(i) Any and all financial transactions between any financial institution in the United States and any individual or institution in the Democratic People�s Republic of Korea;

(ii)The import of any article manufactured in the Democratic People�s Republic of Korea;and

(iii)The sale of anything of any value whatsoever to the government of the Democratic People�s Republic of Korea, any business within the Democratic People�s Republic of Korea, and any citizen of the Democratic People�s Republic of Korea;

Until such time as --

(i) The President certifies to Congress that the Democratic People's Republic of Korea has ceased and desisted from development of nuclear weaponry or other weapons of mass destruction;

(ii) The President certifies to Congress that the Democratic People's Republic of Korea has ceased and desisted from aiding or abetting acts of international terrorism; and

(iii) Congress passes a concurrent resolution supporting such certification.

SECTION 3. UNITED NATIONS.

The United States ambassador to the United States shall introduce to that body a bill imposing the same sanctions as above on North Korea until such time as the Secretary General provides a similar certification as above and the United Nations Security Counsel passes a resolution supporting such certification.

SECTION 4. EFFECTIVE DATE.

This Act takes effect immediately upon enactment.
