Mr. Speaker,
This bill's merits, its aims are overdone. It is a near total capitulation of legislative authority to the prime minister. The prime minister, without any action of the parliament, may issue decrees that may deviate from the constitution as long as they do not affect the parliament or the courts or the presidency. The only way for parliament to reign in a rogue prime minister would be, presumably, to pass a law in conflict with the government's decree. I see no reason to delegate such extensive and far reaching powers to the prime minister; the parliamentary system is meant to be slow and painstaking so as to provide quality laws. It is meant to rise above the passions of the moment and to reach a calm and reasonable middle ground. It is the quality of laws and how they affect the people that matters, not the quantity. I yield. |
