Mr. Redfield of Maine presents, for himself and for Mr. Conway, Mr. Cherry, Mr. Peruzza, Mr. Dalton, Mr. Harrison, Mr. Carpenter, Ms. Desmond, Mr. Coniam, Mr. Palafox, Mr. MacGyver, Mr. Johnson, Mr. Hollins, Mr. Littwin, Mr. Roberts, Mr. Goldberg

Whereas, the Kyoto Protocol is an international effort designed to, after entering into force, require industrialized nations to reduce their emissions of greenhouse gases according to specific targets and timetables.

Whereas, the United States is the world's largest emitter of greenhouse gases.

Whereas, the presence of greenhouse gases has been directly linked to the threat of global warming.

Whereas, a key feature of the Protocol is its flexible market-based mechanisms, such as emissions trading, which Parties may use to help achieve their emission targets. These mechanisms are expected to reduce significantly the cost of compliance with the treaty.

Whereas, the United States of America has not yet agreed to comply with the environmental protection standards set forth by the Kyoto Protocol.

Be it resolved, the Congress of the United States of America urges President Adam T. Yoshida to sign the Kyoto Protocol on behalf of the United States of America.

Be it resolved, the Congress of the United States urges President Adam T. Yoshida to initiate legislation designed to bring the United States of America to comply with the stipulations and requirements regarding emissions set forth by the Kyoto Protocol.

I have questions for the sponsors of this resolution.

1. Which nations have signed onto Kyoto?
2. Is there any cost to the federal government to implement to Kyoto?
3. What are the costs to private businesses to implement Kyoto?
