2005 Federal Budget Act

Mr. Martin and Mr. Schmidt, for themselves and Mr. Fobes, Mr. Garwood, Mr. Wilt, Mr. Miller, and Mr. Carpenter, introduced the following bill, which was referred to the Committee on Appropriations.

Be it enacted by the House of Representatives and the Senate of the United States of America in Congress assembled.

A BILL to provide a Federal Budget for Fiscal Year 2005 and for other purposes.

SEC. 1. SHORT TITLE.
(1) This bill may be referenced as the �Budget Act, 2005.�

SEC. 2. FUNDING ASSUMPTIONS.
(1) The underlying revenue assumption of this bill is that the Federal Government will collect, in total, $2036 billion in revenues during FY 2005.
(2) The Medicare funding numbers provided herein assume that the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 will be repealed and replaced by the Fair Medicare Prescription Drug Act of 2004.

SEC. 3. FAIR MEDICARE PRESECRIPTION DRUG ACT

(1) SHORT TITLE
(a) This bill may be references as the "Fair Medicare Prescription Drug Act of 2004."

(2) FINDINGS
(a) The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 is an overly-complicated bill which offers little help to seniors in need of immediate relief.
(B) The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 is likely to result in astronomical administration costs and its ultimate cost is unknown.
� It would be cheaper and better for Medicare clients to offer a simple and direct subsidy which could be put to immediate work.

(3) REPEAL.
(a) The Medicare Prescription Drug, Improvement, and Modernization Act of 2003 is hereby repealed.

(4) DRUG COST REDUCTION BENEFIT
(a) Each citizen of the United States who is eligible for Medicare benefits shall, regardless of other factors, receive an annual prescription drug subsidy beginning on December 1, 2004 and continuing on December 1st of every year thereafter.
(B) The December 1, 2004 payment shall be made, to each eligible individual, in the amount of $500.00. This sum shall be indexed to inflation and rise in each year thereafter.

(5) ENACTMENT
(a) This bill shall take effect upon passage.

(1) AGRICULTURE.
(a) The Congress appropriates $21 billion for FY 2005 for this purpose.

(2) COMMERCE.
(a) The Congress appropriates $5 billion for FY 2005 for this purpose.

(3) DEFENSE.
(a) The Congress appropriates $452 billion for FY 2005 for this purpose.

(4) EDUCATION.
(a) The Congress appropriates $58 billion for FY 2005 for this purpose.

(5) ENERGY.
(a) The Congress appropriates $20 billion for FY 2005 for this purpose.

(6) HEALTH AND HUMAN SERVICES.
(a) The Congress appropriates $65 billion for FY 2005 for this purpose.

(7) HOMELAND SECURITY.
(a) The Congress appropriates $35 billion for FY 2005 for this purpose.

(8) HOUSING AND URBAN DEVELOPMENT.
(a) The Congress appropriates $15 billion for FY 2005 for this purpose.

(9) INTERIOR.
(a) The Congress appropriates $11 billion for FY 2005 for this purpose.

(10) JUSTICE.
(a) The Congress appropriates $19 billion for FY 2005 for this purpose.

(11) LABOR.
(a) The Congress appropriates $5 billion for FY 2005 for this purpose.

(12) STATE.
(a) The Congress appropriates $9 billion for FY 2005 for this purpose.

(13) TRANSPORTATION.
(a) The Congress appropriates $12 billion for FY 2005 for this purpose.

(14) TREASURY.
(a) The Congress appropriates $10.8 billion for FY 2005 for this purpose.

(15) VETERANS AFFAIRS.
(a) The Congress appropriates $29.7 billion for FY 2005 for this purpose.

(16) CORPS OF ENGINEERS.
(a) The Congress appropriates $4 billion for FY 2005 for this purpose.

(17) ENVIRONMENTAL PROTECTION AGENCY.
(a) The Congress appropriates $5 billion for FY 2005 for this purpose.

(18) EXECUTIVE OFFICE OF THE PRESIDENT.
(a) The Congress appropriates $300 million for FY 2005 for this purpose.

(19) GENERAL SERVICES ADMINISTRATION.
(a) The Congress appropriates $200 million for FY 2005 for this purpose.

(20) INTERNATIONAL ASSISTANCE PROGRAMS.
(a) The Congress appropriates $10 billion for FY 2005 for this purpose.

(21) JUDICIAL BRANCH.
(a) The Congress appropriates $5.4 billion for FY 2005 for this purpose.

(22) LEGISLATIVE BRANCH.
(a) The Congress appropriates $4 billion for FY 2005 for this purpose.

(23) NASA.
(a) The Congress appropriates $20 billion for FY 2005 for this purpose.

(24) NATIONAL SCIENCE FOUNDATION.
(a) The Congress appropriates $5.7 billion for FY 2005 for this purpose.

(25) SMALL BUSINESS ADMINISTRATION.
(a) The Congress appropriates $700 million for FY 2005 for this purpose.

(26) SOCIAL SECURITY ADMINISTRATION.
(a) The Congress appropriates $7.6 billion for FY 2005 for this purpose.

(27) OTHER AGENCIES
(a) The Congress appropriates $5 billion for FY 2005 for this purpose.

SEC. 5. NON-DISCRETIONARY SPENDING.

(1) SOCIAL SECURITY.
(a)The Congress hereby appropriates $510 billion for the funding of the Social Security system for FY 2005.

(2) MEDICARE
(a) The Congress hereby appropriates $298 billion for the funding of the Medicare system for FY 2005.

(3) MEDICAID AND SCHIP
(a) The Congress hereby appropriates $188 billion to fund Medicaid and the State Children�s Hospital Insurance Program for FY 2005.

(4) OTHER, MANDATORY
(a) The Congress hereby appropriates $325 billion for FY 2005 to meet other spending requirements mandated by law.

SEC. 6. DEBT.
(1) The Congress hereby appropriates $178 billion for FY 2005 to meet interest payment and repayment costs on the debts incurred by the Federal Government and associated agencies.

SEC. 7. EFFECTIVE DATE.
(1) This Budget shall be effective from October 1st, 2004 through October 1st, 2005.
