Mr. Garwood (R-MI), for himself, Mr. Schmidt (R-CA), Mr. Wilder (D-TX), Mr. Heortman (R-CA), Mr. Laverone (R-CA), and Mr. Frappier (P-MA), introduces the following bill, which will be referred to the Committee on Appropriations.

A BILL to provide for prizes for individuals and groups who make important advances in the fields of technology and science.

SECTION 1. SHORT TITLE.
(1) This bill may be references as the, �National Technology and Science Prize Act of 2004.�

SECTION 2. FINDINGS.
(1) Direct Federal subsidies to science and technological development often result in careerism rather than development.
(2) Among private philanthropists, the offering of prizes for the private development of various advanced items have proven to be both popular and successful.
(3) The advance of technology and science is critical to the future of the United States of America.

SECTION 3. NATIONAL TECHNOLOGY AND SCIENCE FUND.
(1) The Congress hereby appropriates $1,000,000.00 for FY 2005 to endow a �National Technology and Science Fund�. Said funds are to be used to offer prizes to individuals or groups who make advances in science and technology.

SECTION 4. NATIONAL TECHNOLOGY AND SCIENCE FUND BOARD.
(1) The National Technology and Science Fund Board shall consist of nine members, serving four-year terms which shall be appointed in the following fashion:
(a) Three members appointed by the President.
( Two members appointed by the Speaker of the House.
� Two members appointed by the Senate Majority Leader.
(d) One member appointed by the Senate Minority Leader.
(e) One member appointed by the House Minority Leader.
(2) The National Technology and Science Fund Board shall, by a majority vote, select projects viewed to advance American technological or scientific knowledge and offer prizes of any amount for specific advances.
(3) The board shall have a minimum of twenty active prizes at any time.

SECTION 5. PROHIBITIONS.
(1) No social science research shall be conducted suing NTSFB money.
(2) No prize shall be offered for any goal which is not both specific and verifiable.

SECTION 6. ENACTMENT CLAUSE.
(1) This bill shall take effect immediately upon passage.
