A BILL

To assist college applicants in attending the college of their choice, and, in the spirit of the Civil Rights Act of 1965, to prevent colleges from basing admissions and financial aid awards on race or gender.

Be it enacted by the Senate and House of Representatives in Congress assembled, and signed into law by the President of the United States of America.

SECTION 1. SHORT TITLE.

This Act may be cited as the "Equality of College Admissions Act"

SECTION 2. COLLEGE ADMISSIONS STANDARDS.

(a.) IN GENERAL - No private or public college may use race, gender, religion, sexual orientation, age, veteran status or physical disability to influence decisions regarding the admission of prospective students.

(b.) REGARDING QUOTAS FOR MINORITY STUDENTS - No college, private or public, may employ quotas to determine the admission of applicants, nor may said colleges reserve openings for students for any reason whatsoever.

(c.) ASKING THE ETHNIC BACKGROUND OF APPLICANTS - No college, private or public, may inquire into the ethnic, racial, sexual, religious, medical or military background or gender of an applicant to their institution at any time for any reason whatsoever.

SECTION 3. FINANCIAL AID PROGRAMS.

(a.) IN GENERAL - No college, private or public, shall use race, gender, religion, sexual orientation, age, veteran status or physical disability to determine the appropriation of financial aid to those accepted at their institution.

(b.) FEDERAL AID - No sum of money shall be awarded to a student admitted into college on the basis of racial, ethnic, sexual, religious, medical, or military background or gender by the federal government of the United States of America, any private or public institution of higher learning, or any other private agency that gives out grants, loans, scholarships, or any other type of applicable award.

(c.) AID BASED ON ECONOMIC BACKGROUND - To encourage economically disadvantaged students to persue a higher education, the federal government shall award:

1.) No more than $24,000 annually in financial aid to students whose families have a net income of less than $40,000 annually.

2.) No more than $20,000 annually to families with a net income between $40,001 and $60,000.

3.) No more than $14,000 annually to families with a net income between $60,001 and $80,000.

4.) No more than $8,000 annually to families with a net income between $80,001 and $100,000.

These aid packages shall be in addition to any financial awards already being recieved by the student in question, and may only be used to pay for tuition and expenses directly related to schooling.

(d.) APPLICATION FOR FEDERAL AID - Applications for financial aid from the program proposed in this bill shall be filed with the U.S. Department of Education. Resources necessary to apply for aid shall be made freely available by all colleges, private or public.

SECTION 4. DEFINITIONS.

In this Act:

(1) QUOTA - The term "quota" refers to the practice of actively maintaining a specific number of people from certain racial or gender groups within the institution engaging in the practice.

SECTION 5. ENACTMENT.

This legislation shall go into effect no later than six (6) months after its passage through the United States Congress and its signing by the President of the United States.
