By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote the security interests of the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Yassir Arafat and other leaders of the Palestinian Authority are responsible for acts of terrorism against Israel, an ally of the United States of America, and are therefore a threat to the United States.
(2) It is possible that Yassir Arafat may seek medical treatment in the United States in the near future and it is possible that other officials of his government may do the same.

SECTION 2. EXCLUSION OF PA OFFICIALS.
(1) Pursuant to 6 U.S.C. � 236 the Secretary of State is hereby directed to order all US Embassies and Consulates worldwise to refuse to issue a visa for entry into the United States to any official of the Palestinian Authority, including Yassir Arafat.

SECTION 3. EFFECTIVE DATE.
(1) The Order shall take effect immidiately.
