By the authority vested in me as President by the Constitution and laws of the United States of America and in order to promote a culture of life in the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Human life begins at conception.

SECTION 2. 18 USC � 1111
For the purposes of Title 18, Section 1111 of the United States Code any undamaged fertilzed embyo who poses no threat to the life or health of the mother carrying said embyo and which has not been concived by rape or incest shall be defined as a "human being."

SECTION 3. EFFECTIVE DATE.
(1) The Order shall take effect immidiately.
(2) The definition contained in this order shall be enforced only in the District of Columbia.
