By the authority vested in me as President by the Constitution and laws of the United States of America and in order to defend the principle of racial equality in the United States, it is hereby ordered as follows;

SECTION 1. FINDINGS.
(1) Affirmative Action is an outdated policy which is injurious to the standing of minorities and has no redeeming social value.
(2) American society should be color-blind and entirely merit-based.
(3) Existing laws passed by the Congress do an adequate job of protecting Americans against discrimination.

SECTION 2. REVOKING PAST ORDERS.
(1) Executive Order 11246 is hereby revoked.
(2) Executive Order 11478 is hereby revoked.
(3) All Executive Orders amending sections of Executive Order 11246 or Executive Order 11478 are hereby revoked.

SECTION 3. POLICY.
(1) It shall be the policy of the Federal Government of the United States to ensure that all employees, job applicants, contractors, prospective contractors, and other individuals shall be treated without regard to race, color, or creed, save in those instances where the Congress has regrettably seen fit to mandate such treatment by law.

SECTION 4. EFFECTIVE DATE.
(1) The Order shall take effect thirty days after it is issued.
