A BILL to provide Federal assistance for the creation of mobile internet access points across the United States.

SECTION 1. SHORT TITLE
(1) This bill may be referenced as the �Mobile Internet Act of 2004.�

SECTION 2. FINDINGS
(1) The internet has revolutionized American economic and political life.
(2) Further technological advance in the United States requires that the newest internet technology be made widely available to the public.
(3) Wireless internet technology has reached a point in its development whereby it may be widely publicly deployed.
(4) As Rural Electrification brought benefits which could not be initially seen, so will a �National Internetification� bring long-term benefits of such nature that they would not encourage private sector investment.

SECTION 2. NATIONAL MOBILE INTERNET ADMINISTRATION
(1) The National Mobile Internet Administration is hereby created and charged with the mission of dispersing funds allocated by the Congress for the creation of wireless internet access points across the United States.
(2) The Director of the National Mobile Internet Administration shall be appointed by the President, subject to the advice and consent of the Senate.

SECTION 3. APPROPRIATIONS.
(1) The Congress hereby appropriates $5,000,000,000.00 for FY 2005 through FY 2009, to be distributed at the following rate:
(a) FY 2005: $1,000,000,000.00
( FY 2006: $1,100,000,000.00
� FY 2007: $1,200,000,000.00
(d) FY 2008: $1,300,000,000.00
(e) FY 2009: $1,400,000,000.00

SECTION 4. REGIONALISM.
(1) The NMIA is directed to distribute funds allocated to it equitably across the United States.
(2) No less than 50% of money appropriated to the NMIA is to be spent outside the largest five hundred metropolitan areas in the United States.

SECTION 5. SERVICE PROVIDERS.
(1) The NMIA shall allow for competitive bids between local internet service providers within each state.
(2) Winning bids for access in each state shall be those which offer, in the judgement of the NMIA, the best combination of speed, bandwidth, reliability, and price.
(3) No contract shall be signed by the NMIA with a duration of more than three years.

SECTION 6. ENACTMENT CLAUSE.
(1) This bill shall take effect upon passage.
